Roger Brody, Chairman of the BIA, presented the award at the General Membership Meeting on May 15th, 1999. The text of his presentation follows: This award honors a member of the BIA for his remarkable dedication to the Association. He has demonstrated unselfish and continuous service towards promoting the goals of the BIA. He has been a spokesman and promoter of our motto “Know Your Country’s Stamps.” For over twenty years he has patiently encouraged collectors to expand their knowledge of United States stamps by introducing them to our published research and studies. He is unquestionably recognized as the organization’s number one recruiter. The Board of Governors wishes to recognize the first recipient of the Bureau Issues Association Century of Service Award, James D. Galceran.
The award takes the form of a silver ingot weighing 50 ounces with the engraved legend:
